Mobster Joey "The Clown" Lombardo, 80, was a Chicago Outfit boss since the early 1970s, but he wasn't given an IR number -- 592,121 -- until 1980. That's when he was arrested in Chicago for battery and resisting arrest. In February, he was sentenced to life in prison in the "Operation Family Secrets" case.

Gangster Disciples gang kingpin Larry Hoover, 58, was given IR No. 190,647 when he was arrested in in 1968 for unlawful use of a weapon. In 1998, he was sentenced to life in federal prison for participating in a continuing criminal enterprise.

Mass murderer Richard Speck was given IR No. 140,833 in 1966 when a murder warrant was issued for his arrest three days after he killed eight student nurses from South Chicago Community Hospital. In 1991, Speck died
