Criminal checks were clean for Hilliard school janitor charged in teen sex case Columbus Dispatch

A Hilliard school custodian who police say had sex with a 15-year-old girl resigned as a county deputy five years ago after supervisors determined he had sexually harassed women and exposed himself to a jail nurse, records show.

Jeffrey Fisher admitted to the crime of public indecency during an internal-affairs investigation conducted by the Franklin County sheriff's office in late 2004 and early 2005, but he was never charged with that crime.

Sheriff Jim Karnes said last night that he had not had a chance to review the case to see why Fisher hadn't been charged, "but off the top of my head, without looking at any files, it was probably something worked out with the union."

But Jim Gilbert, president of Fraternal Order of Police Capital City Lodge No. 9, said the union represents members on administrative, not criminal, matters.

"It's totally up to the discretion of that law-enforcement agency if it's going to file criminal charges," Gilbert said.
